Zoning Verification Letter Request
To request a Zoning Verification letter, email the City Planner. Required information includes the name, title, and address of the person to whom the letter should be addressed/mailed; and the property address and/or legal description of the property to be verified. There is no charge for this service.
Special Use Permits
Certain land uses are considered appropriate for a particular zoning district depending on the specific location, design elements, compatibility with the surrounding area, and general conformance to the Comprehensive Plan. The Special Use Permit (SUP) process allows these uses to be examined on a case-by-case basis by the Planning and Zoning Commission and City Council. Following a recommendation by the Commission, the Council may approve an application for an SUP, deny the request, or approve it with conditions intended to mitigate negative impacts of a use in a particular location. The decision is based on compliance with the SUP criteria identified in the Zoning Ordinance.

A link to the City’s SUP application is located at the top of this page. A land use requiring an SUP will be identified by an "S" in the Zoning Ordinance’s Table of Uses (Article IV, Section 98-71).
Rezone Request
A property owner, or agent of a property owner with the owner’s approval, may apply to have the zoning classification of a property amended. Following a recommendation from the Planning and Zoning Commission, the City Council will make the final decision on a request for a zoning change. Their decision on whether to rezone property shall be based on conformance to the Comprehensive Plan, compatibility with surrounding area, and any other applicable criteria, as outlined in the Zoning Ordinance.
Variance Request
The City of Webster’s Zoning Ordinance permits a variance request to be considered regarding deviation from the height, bulk, setback, parking, or other dimensional requirements based upon the existence of a physical (i.e., non-economic) hardship or special circumstances associated with a particular property. The Zoning Board of Adjustment decides whether to grant a variance based on the above criteria outlined in the Zoning Ordinance.
Appeals Request
The Zoning Ordinance also provides for an appeals process for one who is affected by a decision or an interpretation by the Zoning Official/City Planner.
