The City of Webster's General Election for May 6, 2023, has been canceled.

The 2023 Election will be held on Saturday, May 6, 2023. The following positions are up for election in the 2023 General Election for a three-year term: 

Mayor (office currently held by Donna Rogers)
Council Position No. 6 (office currently held by Martin Graves)

GENERAL ELECTION  

The City of Webster shall hold a General Election on May 7, 2022, from 7:00 a.m. to 7:00 p.m. for residents to vote in the General Election to elect Councilmembers Position Nos. Three (3), Four (4), and Five (5) Resolution No. 22-01.

 

CANDIDATE QUALIFICATIONS: A candidate for the City of Webster City Council must comply with all eligibility requirements noted in state law and the City's Charter.  Election Code, Section 141.001 "Eligibility Requirements for Public Office" and
 
Sec. 3.02 Qualifications of the Charter, City of Webster, Texas.

CANDIDATE FILING AND INFORMATION: A person interested in filing for a place on the City of Webster May 7, 2022, Ballot can do so by filing a signed and sworn Application for a Place on the Ballot/Solicitud de lugar en la boleta electoralALL REQUIRED INFORMATION MUST BE PROVIDED UNLESS INDICATED AS OPTIONAL. Failure to provide the required information may result in the rejection of an application. 

In addition to the above-noted items, a candidate will need to file Form CTA - Appointment of a Campaign Treasurer by a Candidate (Texas Ethics Commission) CTA Form instruction guide.

The Candidate must file a CTA form with the City Secretary's office prior to expending funds. The second page of the form is to be completed if the Candidate would like to use modified reporting. 

City candidates follow the TEC's 2022 Uniform (Local) Filing Schedule, available at: https://www.ethics.state.tx.us/data/filinginfo/schedules/s22gspac.pdfPages 1-3 and 5 of the schedule referred to the May 7, 2022, uniform election date (page 4 refers to the November 2022 election). Questions on reporting procedures, contributions, or expenditures should be addressed to the Texas Ethics Commission at (512) 463-5800. 

The Code of Fair Campaign Practices (Form CFCP) is signed voluntarily and is available at: https://www.ethics.state.tx.us/data/forms/coh/coh.pdf.

A candidate may file these documents with the City Secretary beginning on Wednesday, January 19, 2022, thru February 18, 2022, by 5:00 p.m. Candidate applications may be filed:

  • in person, with the City Secretary's office at City Hall, 101 Pennsylvania, Webster, Texas; 
  • by mail: The City of Webster, City Secretary's Office Hall, 101 Pennsylvania, Webster, Texas 77598; an application submitted by mail is considered to be filed at the time of its receipt by the appropriate filing authority.; or
  • by fax or email mmuscarello@cityofwebster.com - "A signed, sworn, scanned candidate application may be emailed to mmuscarello@cityofwebster.com or faxed to 281.332.5834. Please be advised that an application must be notarized prior to filing via fax or email.

The Webster City Council election is held on the first Saturday in May of each year. The next City Council election will be Saturday, May 1, 2021, for Council Position No. 1 and Council Position No. 2.

HB 305 – Internet Posting Requirements for Political Subdivisions

On September 1, 2019, House Bill 305 became effective.  This bill requires that a political subdivision with authority to impose a tax that maintained a publicly accessible Internet website at any time on or after January 1, 2019, be required to post on its website the following information:

The political subdivision’s contact information, including a mailing address, telephone number, and e-mail address;

Each elected officer of the political subdivision;

The date and location of the next election for officers of the political subdivision;

The requirements and deadline for filing for the candidacy of each elected office of the political subdivision which shall be continuously posted or at least one year before the election day for the office;
