City Manager - Wayne Sabo
Wayne Sabo joined Webster as City Manager on February 11, 2008.
Sabo has more than three decades of leadership experience, including positions in the military, private industry, and municipal government. He served as City Administrator for Manvel, Texas, as well as City Planner and Director of Public Services for Alvin, Texas. Sabo held the position of Director of Planning, Engineering and Community Development in La Porte, Texas before joining Webster.
Throughout his career, Sabo has spearheaded the development of successful projects in geographical information systems, public safety, code enforcement, community development, zoning standards, and economic development.
In addition to being the Executive Director of the Webster Economic Development Corporation, he serves his local community as the President of the Manvel Economic Development Corporation, Vice President of the Iowa Colony Zoning Board of Adjustment, and Brazoria County Municipal Utility District 29.
Sabo holds a Bachelor’s Degree in Urban Development from the University of Illinois. He earned a Master's Degree in Management and a Master's Degree in Police Administration from Troy State University, as well as a Master’s Certificate in Planning and Operations from the U.S. Army Command and General Staff College.
Assistant City Manager - Danny Presley
Danny Presley began his career at the Gregg County Sheriff’s Department in Longview, Texas 1989. In 1990, he moved to Texarkana, Texas where he continued his law enforcement career at the Texarkana, Texas Police Department. Presley served there for 24 years, was promoted to Captain in 2005, and eventually became Texarkana, Texas’ Interim Chief of Police. Presley gained experience in all facets of law enforcement serving as Support Services Division Commander, Operations Division Commander, SWAT Commander, Texas Police Chief’s Association Best Practices Recognition Program Manager, and Internal Affairs Administrator. Presley was an adjunct staff instructor at Texas A&M University-Texarkana where he taught Administration of Criminal Justice Agencies, Police-Community Relations, and Criminology. Presley’s broader local government experience began in Texarkana where he served for two years in the Office of the City Manager as Texarkana’s Government Liaison and Administrative Services Manager.
Presley began his service with the City of Webster in April 2014 and served four years as Webster’s Chief of Police. Presley was appointed to Assistant City Manager in March of 2018. He holds an Associate’s Degree in Criminal Justice from Kilgore College, a Bachelor’s Degree in Behavioral Sciences from Texas A&M University, a Master’s Degree in Business Administration from Texas A&M University, and a Master’s Degree in Criminal Justice Leadership from Sam Houston State University. Presley is a Certified Public Manager and received the George C. Askew Award from the American Academy of Certified Public Managers. He is a Senior Certified Human Resources Professional (IPMA-SCP) and earned a Certificate in Public Finance from Texas Tech University’s Institute of Governmental Finance. He is a graduate and Class President of the 254th session of the FBI National Academy. He is also a graduate of the University of Oklahoma Economic Development Institute (OU-EDI), the nation’s premier economic development training program.
Presley was among 60 leaders selected from around the nation to take part in the 2017 class of the highly prestigious Presidential Leadership Scholars Program, an executive leadership program developed by President George H. W. Bush, President Bill Clinton, and George W Bush, in conjunction with the Lyndon B. Johnson Presidential Library staff.
Presley has 30 years of law enforcement and city government experience. He brings the City of Webster a wealth of leadership experience, an array of relevant education and certifications, and a strong passion for public service. He provides a great deal of support to the City Manager and all City departments.
